Harley is the CEO and owner of The Wagner Law Firm, West Virginia’s only exclusive DUI Defense Firm. Over the past 15+ years, Harley has represented over 1,600 citizens throughout the State of West Virginia accused of varying DUI charges from first offense misdemeanor to DUI Homicide cases. Harley has amassed over 600 hours of DUI Defense training. He is the author of West Virginia DUI Defense, The Law and Practice, which is considered by many to be the go to DUI Handbook in West Virginia.

He is a qualified Instructor and Administer on the NHTSA standardized field sobriety testing protocol, having taught and trained numerous attorneys and law enforcement officers throughout the country on proper standardized field sobriety testing administration. Harley is a trained breath test operator of West Virginia’s designated secondary chemical test, the Intoximeter EC/IR II breath machine. He is a member of the American Chemical Society and is a graduate of their forensic gas chromatography training course.

Harley is the co-founder of the West Virginia DUI Defense Lawyers Association and has been named to the Virginia/West Virginia Super Lawyer list for 2012 and 2014. He is a sustaining member of the National College for DUI Defense, where he currently serves as a Faculty member. Harley also serves on the DUI committee for the National Association of Criminal Defense Lawyers.
